欧盟拟修订ELV法规,对于铝合金,铜合金和某些电池中的铅的豁免条款进行更新。
2022年6月21日,欧盟委员会向WTO的TBT委员会提交G/TBT/N/EU/901通知,拟对欧盟ELV指令(End-of Life Vehicles, Directive 2000/53/EC)的附件II(豁免清单)中用于加工用途的铝合金,铜合金和某些电池中的铅的豁免条款进行更新。
原ELV法规的附件将会被完全取代,预计的新的豁免清单如下表:

关于ELV
ELV(End-of-Life Vehicle)即报废车辆指令。ELV为欧盟委员会和欧洲议会为保护环境,减少车辆报废产生的废弃物,制定的报废车辆回收指令。
一方面,自2003年7月以后生产的汽车禁用铅、镉、汞和六价铬四种有害物:
· 同材质物料所含的铅、汞、六价铬,最高浓度不得超过重量的0.1%(1000ppm);
· 同材质物料所含的镉,最高浓度不得超过重量的0.01%(100ppm);
· 不同材质、不同颜色和相同材质不同颜色都必须分别满足以上要求。
另一方面为提高报废汽车回收利用率,回收费用成本的全部或大部分由制造厂承担。制定了多项回收指标,如:
· 2006年1月1日起,每年每一辆报废汽车其平均重量至少有85%能够被再利用,其中,材料回收率至少为80%;
· 2015年1月1日起,这两项指标将分别提升至95%和85%。
